In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.
Examples of specialized experience include having mastery of, and skill in applying, advanced human resource principles, concepts, and practices in the area of employee benefits to serve as the HQ USAF focal point for technical guidance on implementing and administering benefits programs.
Mastery of, and skill in applying, advanced Human Resources pay, premium pay, and hours of work administration principles, concepts and practices, including multiple pay systems and authorities/practices sufficient to serve as the HQ USAF focal point for technical guidance on implementing and administering pay and compensation programs. Skill in maintaining Air Force-wide policy for a wide range of benefits programs that is responsive to changes in mission and business practices.
Ability to identify and propose solutions to Human Resource Management problems and issues that are broad, important, and severe, and for which previous studies and established techniques are frequently inadequate. Ability to advise major commands and installation-level personnel on the accepted principles and rules of judgment in analyzing contentious and complex individual benefits changes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of federal personnel management laws, executive orders, functions, theories, and techniques and the interrelationship of the various personnel disciplines to include a broad knowledge of benefits and entitlements and systems management theories, principles and practices in the delivery of Benefits and Entitlements services Broad knowledge of agency's, management's, and installations' objectives, missions, and operating programs and the implications on command and/or agency personnel management programs and organizations that govern, interface with, and/or influence the Benefits and Entitlements processes and systems Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to analyze organization and operational problems and develop timely and economical solutions, such as adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work, reengineer processes and systems Skill to plan, organize, and direct the functions and staff in critical aspects of development and implementation changes in of Benefits and Entitlements Programs and systems and to coordinate various aspects of the program with other personnel functions, contractors, budget. at various echelons Ability to represent the activity both within and outside the organization, and to gain support for program goals PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
