In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes Applying knowledge of a wide range of federal laws and assimilated local laws for application and enforcement within federal jurisdiction and when authorized, in proprietary jurisdiction.

Incumbent is responsible for instructing and training supervisors in the execution of specific rules, instructions, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities.

Work performed affects acceptance of law enforcement and security programs, contributes to crime prevention programs, influences employees and visitors to cooperate with the security force, and influences military personnel, their dependents, civilian employees, and visitors to cooperate with police and security forces. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. Other Significant Facts: Desirable that incumbent has completed a bachelor's degree or AF officer IDE.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. Knowledge of safety and security regulations, practices, and procedures.

Ability to operate and direct others in operating under stressful and dangerous conditions. Knowledge of the tactics, techniques, and procedures necessary for preparation and response to catastrophic events, enemy attacks, and related threats to installations. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

Ability to formulate and effectively implement special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced. Ability to communicate both orally and in writing. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: 1. Incumbents are required to obtain and maintain secret security clearance as a condition of employment. 2.

This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to random drug test. 3. May be required to work an uncommon tour of duty to include nights, weekends, holidays, rotating shifts and subject to recall. 4. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. 5.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 6. This position may be designated as mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. 7. This position may be designated as a key position IAW AFI 36-507.

Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 8.

Department of Defense Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
