SUPERVISORY PUBLIC AFFAIRS SPECIALIST

The primary purpose of this position is: To serve as the Deputy Director, USCENTCOM Public Affairs, sharing with the Director of Public Affairs (an O-6 or equivalent position) the full scope of responsibility for managing the activities of the directorate.

Conditions of Employment Continued: Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety.

Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs Series 1035. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of providing oversight for activities assigned to the Production Branch, Command Information Division, Secretary of the Air Force Public Affairs Directorate which includes the elements of internal information, visual information, communication planning, social media, media relations, community/Congressional relations, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of all facets of communication integration and public affairs concepts, principles, policies, practices, and external media relations as they apply to representing a joint military organization and the component commands within that organization.

Knowledge of communication theory in all its methods, practices, techniques and applications. Expert knowledge of written and oral communication principles, methods and techniques as they apply to record documentation, press releases and publication writing. Ability to articulate clearly and comprehensively the goals, objectives, intentions and missions of an organization as it operates within a continuum of responsibilities.

Skill in supervising individuals and groups to optimize productivity, cooperation, and achievement of common goals and objectives. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies. Skill in identifying trends, opportunities and obstacles as they pertain to public affairs and the fulfilment of a desired public image.

Ability to design, develop, implement and manage programs that facilitate the identification, organization, and distribution of requirements across a broad spectrum of organizations and their respective staffs. Ability to orally present information in a logical, clear and concise manner to audiences of differing levels of comprehension. Knowledge of civilian media organizations and operations and news gathering and reporting procedures.

Ability to adapt to ever-evolving traditional media and social media formats and practices. Ability to interpret statistical distribution of media representation of events, organization, and individuals as it relates to public opinion and arrive at valid conclusions with meaning recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
