INSPECTIONS SPECIALIST (COORDINATOR)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Inspections Specialist (Coordinator), Position Description Number D2896000 and is part of the 158th Fighter Wing Inspector General of the Vermont Air National Guard. This position is also advertised to Active Guard Reserve Airmen (AGR) under announcement number MVA-AF-26-37

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Air National Guard must be eligible for immediate membership.

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard.

Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.

Military Grades: TSgt/E6 through MSgt/E7 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively.

Experience which demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade.

Knowledge of, and skill in applying, a wide range of complex inspection, investigation, and/or compliance principles, concepts, and practices; administrative and legal procedures; and statistical and financial analyses.

Other functions at this level include the knowledge of business practices common to regulated entities and parties sufficient to perform duties such as: coordinate and ensure case work is supported by evidence; develop supportable cases for presentation and/or disciplinary action; coordinate investigative activities with Military, Federal, State, and local law enforcement officials; collect and confirm information from a variety of sources and methods, such as court records, databases, periodicals, financial reports, the Internet; and prescribe corrective action or remediation in difficult and complex unit capabilities.

Experience in working within the definitions of laws, regulations, and policies. Experienced in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experienced in applying analytical and evaluative techniques to analyze self­ assessment program plans. Experience developing training materials and instructing others in the basic inspector general program elements, activities and procedures.

Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs.

Have working knowledge of inspector general investigations, understand how to conduct interviews, fact finding projects, and/or complete data analysis. Experience may have included activities such as approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation to glean appropriate information pertaining to complaints and allegations and resolving complex problems.

Experience applying methods to gather, analyze, evaluate information, draw conclusions, and recommend appropriate action. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. OTHER CONDITIONS OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

OTHER REQUIREMENTS: --IAW AF guidance, incumbent must complete the wing Inspector General Training Course (IGTC) within 180 days of appointment; must complete the USAF Basic Inspectors Course (BIC) for the Commanders Inspection Program within 180 days of assignment; and IG appointees for nuclear ­capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment.

Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. --This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. --This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
