About this opportunity

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Human Resource Specialist (Workforce Development) action officer/technical resource with assigned responsibility for developing, managing, and fielding the Joint Staff Civilian Leader Professional Development and Training (CLPDT), policies, and programs.

You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development; Applying Federal management and Human Resources principles, theories, and practices as they relate to Human Resources Development functions; Assisting in conducting policy reviews to evaluate effectiveness of current policies and practices.

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development in the application of new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems that arise; Applying Federal management and Human Resources principles, theories, and practices as they relate to Human Resources Development functions; Conducting policy reviews to evaluate effectiveness of current policies and practices and develop proposals to change or improve them.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level. This announcement may be used to fill additional vacancies.
