Emergency Management Specialist (Recovery)

Ideal candidates will have experience supporting disaster recovery operations and coordinating with federal, state, local, tribal, territorial, nonprofit, and private-sector partners to deliver recovery assistance programs. They should be skilled in analyzing complex program issues, developing recovery plans and guidance, communicating technical information clearly, and working effectively under emergency conditions, including deployments and irregular hours.

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.

Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Supporting emergency management or disaster recovery programs, including coordinating with federal, state, local, tribal, territorial, nonprofit, or private-sector partners; and Analyzing program information or identifying operational issues to prepare reports or briefings for leadership decision making; and Assisting with recovery planning, Individual Assistance, Public Assistance, or related disaster support activities; and Providing clear communication to internal and external stakeholders to support emergency operations.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.

Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Planning, coordinating, or advising on disaster recovery operations, including Individual Assistance, Public Assistance, disaster declarations, or related emergency management programs; and Analyzing complex or sensitive recovery issues to develop plans, guidance, risk assessments, or recommendations; and Participating in stakeholder meetings, briefings, or interagency coordination efforts related to emergency recovery; and Communicating with partners to facilitate information sharing during recovery activities.
